Amazon pays $2.5 billion to settle FTC Prime filing allegations

The FTC alleged that Amazon signed up millions of consumers without clear consent and failed to provide a simple way to cancel.

Federal Trade Commission Chairman Andrew N. Ferguson: “The evidence showed that Amazon used sophisticated subscription traps designed to manipulate consumers into signing up for Prime, and then made it extremely difficult for consumers to terminate their subscription.”

Rather than proceed to trial, Amazon chose to settle the case. The company has not admitted liability and says it has already made changes to Prime’s sign-up and cancellation flows. However, the agreement represents the second-largest monetary ruling ever by the FTC.

How the $2.5 billion settlement collapsed

The court-ordered settlement is divided into two parts. First, Amazon must pay a $1 billion civil penalty to the federal government. As a result, this represents the largest civil penalty ever associated with a violation of an FTC rule. Second, $1.5 billion is allocated for consumer refunds. Eligible Prime subscribers may receive compensation for Main membership fees Paid during the covered period, up to a maximum of $51 per person. Since this is an FTC action, only US-based Prime subscribers are eligible. Therefore, customers outside the United States are not eligible.

Who is eligible for an Amazon Prime refund

You may be eligible for compensation if any of the following apply.

  • First, you signed up for Amazon Prime in the US between June 23, 2019 and June 23, 2025.
  • Alternatively, you attempted to cancel Prime through the online cancellation process during the same period but were unable to complete it. This includes entering the cancellation process and not finalizing or accepting the reservation offer.

To confirm when you join Prime, sign in to your Amazon account. Then go to Memberships & Subscriptions and select Payment History under Prime.

How Amazon issues refunds

Under the settlement, refunds will be distributed into two groups based on eligibility.

Automatic drivetrain

Some consumers qualify for automatic payments.

  • You were eligible if you signed up for Prime between June 23, 2019 and June 23, 2025, signed up through a contested sign-up flow and didn’t use more than three Prime benefits in any 12-month period.
  • The automatic payments were issued within 90 days of the court order, with most eligible customers receiving the funds by late December 2025. These payments covered Prime membership fees paid up to $51. There was no need to prompt.

However, if you think you are eligible for an automatic payment but have not received it, you may still be eligible to file a claim.

Claims Operations Payment Group

At this point, the claims process is the primary path to a refund. The claims window opened on January 5, 2026. Eligible consumers are notified via email or postcard until early February. You may be eligible to file a claim if you inadvertently signed up for Prime through a contested enrollment method or attempted but failed to cancel your membership online between June 23, 2019 and June 23, 2025, and used fewer than 10 Prime benefits during any 12-month period. Additionally, you must not have already received an automatic payment. To make a claim, you will need to confirm one of two conditions by checking the box on the claim form. Claims are reviewed for eligibility. Approved claims receive reimbursement for the initial fee paid, up to a maximum of $51 per person.

Where to submit the main settlement claim

If you are eligible to file a claim, formal instructions will be provided via email or mail. You can also directly access the court-approved settlement website at: Membershipsettlement.com subscription.

Links to the settlement site are also available on Amazon’s website, Prime membership page, and within the Amazon app.

“Payments are handled by a settlement administrator. Customers can find information and submit claims on the subscription administrator website membershipsettlement.com,” an Amazon spokesperson told CyberGuy.

How to add or manage your Amazon Prime account

If you already have an Amazon account, adding or managing Prime will only take a few minutes. First, log into Amazon and open the Accounts and Listings menu. From there, select Prime to view your membership details. Then, follow the prompts to add Prime or manage an existing subscription.
